Under EDGAR Part 80.42, SEAs and LEAs are required to retain records (fiduciary and program) for three years after completion of the activity for which they used grant funds.

This Circular establishes principles and standards for determining costs for Federal awards carried out through grants, cost reimbursement contracts, and other agreements with State and local governments and federally recognized Indian tribal governments (governmental units). It may be of assistance to SEAs and LEAs in determining allowable expenditures of McKinney-Vento funds. McKinney-Vento expenditures are subject to the guidelines listed in the McKinney-Vento Homeless Assistance Act.
